CFPD Community Grant Application

The Community Foundation of Portage & District (CFPD) is a public foundation serving the charitable needs of donors and grant seekers in the City & RM of Portage la Prairie. The contributions of donors are pooled into permanent endowment funds. A portion of the interest income earned from the endowment provides grants to financially support organizations whose primary focus is within the City & Rural Municipality of Portage la Prairie.

Grant applications are reviewed by an appointed Grants Committee made up of CFPD Board Members and community volunteers. The Committee evaluates applications using CFPD policies, an unbiased scoring matrix, and community knowledge, and then makes recommendations to the Board of Directors for final approval.

CFPD may limit the frequency of applications or grants to any one organization to ensure equitable access to funding. Incomplete or late applications, or applications from organizations with outstanding reporting requirements or poor standing, will not be considered.

Applications must be received no later than midnight on March 15th or October 15th. Unless otherwise approved by CFPD staff, incomplete applications will be removed from consideration after the deadline. Applications are reviewed within the same month, and decisions will be made and applicants will be contacted by the end of that month. All decisions are final once approved by the Board.

No project expenses may be incurred before the Grant Agreement is signed.

To ensure eligibility, applicants are encouraged to carefully review the following eligibility guidelines, prior to completing an application.

  1. Project must be in, or be of benefit to the citizens of, Portage la Prairie and District.
  2. Project must support at least one of the following objectives:
    • Social services; Physical fitness and health; Arts and cultural activities; Education; Medical services; Environment; Child welfare, youth development, and family well-being; and other community activities or facilities of a charitable nature.
  3. Applicant must demonstrate a strong and committed board of directors or governing body, a history of fiscal responsibility, and management qualifications (exceptions may be made for newly established community organizations).
  4. Preference is given to projects which:
    • Address one or more of the challenges identified in the 2023 Community Assessment, including: Alcohol & Substance Abuse, Poverty, Crime & Safety, Mental Illness, Housing, Transportation, Racism and/or Childcare.
    • Are developed in consultation with other agencies, promote coordination, reduce duplication and encourage shared resources. 
    • Promote volunteer participation and citizen involvement.
    • Demonstrate community support and organization initiative.
  5. New community organization projects may be considered but must include provision for an evaluation and a realistic plan for financial viability beyond this CFPD grant (if applicable).
  6. General exclusions where CFPD grants will not be provided include:
    • Regular ongoing operating expenses including; wages, salaries, utilities, rent, insurance, annual fees, and/or licenses, etc.
    • Operating or capital deficits.
    • For term support, sabbatical leaves, student exchanges, and travel expenses.
    • Fundraising campaigns, events, or sponsorships.
    • Establishment or addition to endowment funds.
    • Religious activities, political activities, or advocacy initiatives.
    • General conference expenses for employees to attend. However, CPPD will consider conference costs when the applicant organization is hosting the conference.
    • Expenses incurred prior to receiving approval of grant.
    • To fund projects for which the applicant has sufficient internal resources.
  7. Additional clarifications:
    • Instructor/Facilitator Costs-CFPD does not fund wages or salaries of employees but will consider costs for instructors, facilitators, speakers or trainers who are not employees of the applicant or partner organizations.
  • Completed Application Form.
  • Most current year-end financial statements, including an income/expense statement, or statement of operations and balance sheet, or statement of financial position. For large national organizations, financial statements must be provided by the local chapter or local office, not the national organization.
  • Total revenue and expense budget for the current year.
  • List of organization’s Board of Directors or members of organization’s governing body.
  • Letters of support (if applicable).
  • Read & follow the ‘Grant Process & Eligibility Guidelines’ information above.

If proposed project includes funding for any capital expenses (e.g., construction, furniture, equipment, appliances, etc.), application must also include:

  • Two (2) quotes for any single expense over $500. Preference is given to local quotes, suppliers and service providers whenever possible. If a local quote is not provided, the applicant must include a brief explanation outlining why a local option was not used (e.g., the item or service is not available locally, specialized equipment is required, etc.)
